How do web designers interact with web developers on a project?

I just read some definition of "web designer" and "web developer" on some website --- they actually do totally different things, and one doesn't have to know the things the other is doing! That is kind of amazing to me. So I was kind of wondering how a project could be fully actualized while a designer doesn't know javascript well and a developer isn't familiar with CSS?

Usually it works like this - designer working on creating all the design aspects and the UI for a website. Often the design will also code in html/css, use JQuery, etc. but the programmer is more responsible for things like setting up databases, programming custom web solutions in php or another language, setting up ecommerce, etc. To keep a project running smoother, there's also nifty online software such as Basecamp that allows designers and developers to post comments about a project, upload file, interface with the client and more.
