One of the rivets that secures the mount (between the FD and the carbon fiber frame) to which my front derailleur attaches has broken. Is that something my bike shop can repair, or must I replace the entire frame?

It's a braze-on mounted FD. The mount is attached to the (carbon fiber) frame via 3 rivets. I believe they're called pop rivets, but may be wrong.

A pop rivet can be drilled out and replaced. You'll want to have a pro do it, because doing it wrong can enlarge the hole. It's possible, maybe even likely, that what remains of the back part of the old rivet is going to fall inside the frame. But that would weigh hardly anything (maybe a couple of grams) and probably wouldn't even cause a rattle.
