What skills does a newly graduated MS in EE candidate need to switch into computer science jobs? Is skill and experience in data structures, few programming languages (C, Perl, Python) and fundamentals of algorithms sufficient to switch?

I would say that you have the necessary background. As a grad, the most important skill you have is the ability to learn on your own. Initially you might feel a bit disadvantaged when compared to MS in compsci but won't matter after a couple of years or so. There would be much for you to catch up, depending on the work but you'll also have plenty of resources.
