What license terms apply to comments that users of a Facebook app leave through the Facebook Comments plugin?

Do the terms specified in the app's Terms of Use still hold? Does the app owner still retain the rights to store, distribute, etc. as they would normally if the comments were posted directly to the app?

Not exactly sure you mean here, but I can clarify one thing: The author of each comment owns the comments posted into the comment plug-in on a page. Facebook has a license through their terms of service to display those comments. The person adding the comments plug-in to their page has no right to pull comments out and use them in any way, other than displaying the comments plug-in. The author of the comment did not assign the webpage owner any rights to do so.
