What web service can I use to take an email with an attachment, upload the file to something like DropBox that gives a publicly accessible URL, then forwards that email with the new URL attached?

Try http://sweetj.co. It does not do it automatically, but you can send / retrieve attachments from Dropbox and get a link to files as you upload them. While beta, i really like what they are doing.

IFTTT has become extremely unreliable, I am looking for this exact solution. I'm close to an answer with a combination of scripts to automatically download attachments to google drive, then syncing drive and dropbox together, then using automator to email photos.
