Can I change the HTML and CSS of the password page on a password-protected Tumblr blog?

I have a password-protected tumblr blog, and I'd like to add a brief phrase to the password-entry page (so that I can direct people without the password to email me to ask for it).

No. Tumblr's password entry page is not customizable. The HTML and CSS you enter as a theme is not even displayed on the page.
