Poor debt management The national auditor has said the state government has incurred 41% higher debt than the previous fiscal and burdened the exchequer with heavy interest liability at a higher rate. The state government had taken a loan of Rs 15,083 crore to adjust the monetary deficit of Rs 11,027 crore, leaving a balance of Rs 3,645 crore, which is poor debt management, said CAG. Average return on investments It has invested Rs 39,179 crore in corporations, boards, government companies, rural banks and joint ventures. In the last five years, the average return on this investment was 0.25% while the state government has paid interest at the rate of 7.75%. Utilization certificate The CAG report, which is likely to be tabled in the ongoing session of the state assembly, also criticized the government for not furnishing utilization certificate of Rs 9,066.34 crore. On education and health The CAG has also observed that compared to other states, Gujarat traditionally spends less on education and health. Though, in 2011, the amount spent on health was adequate. On computer literacy and education CAG has also ridiculed the government on computer literacy and education â Rs 292 crore was allocated but only Rs 88.24 crore was used. Similarly, for special courts, Rs 629 crore was granted, but only Rs 252.45 crore was used. Wide variation under every major head of account In the roads and buildings department, Rs 957.95 crore was allocated for constructing offices, but not even half the amount was spent for various reasons. Sighting many such examples, CAG has observed that there is wide variation, practically under every major head of account. Finance and public sectors least efficient Although the entire state government has been criticized, the finance and public sectors have been shown as least efficient. I will give my reason on the higher debt and some other parameters. But, I plead you not to always take the media stories, especially TOI group, to point fingers. Here is a link to the all the state audits, conducted by CAG. http://www.cag.gov.in/html/stateaudit.htm You can also go by the national audit and find what they say. Now, coming to the point. 1. Debt: It is the duty of the state government to provide infrastructure to everyone. They have been working on big infra projects. Building canals to provide irrigation to more and more places, building the largest freshwater dam, roads, water, electricity, etc. Where would the money come from? The central government is definitely not going to support Gujrat. We already know that. Hence, the government has to borrow the money. However, the CAG is not against such borrowing. The media is comparing it against last month's borrowing. Well, I am sure we all understand, the requirement for funds is not always a constant and it rises some year and goes down the other. 2. ROI (return on investment) - While providing infra to everyone, it should not think of getting the returns on the investment. e.g. Gujrat government has been working hard to give electricity and water to every village. It requires huge investment to make it possible. However, it is not as beneficial, as providing more water, electricity to a city. Does that mean infra should not be provided to villages? I actually applaud the government to not fall for this, and focus on providing the basics to everyone. 3. Utlization certificate: The 9000 odd crores of funds is lacking certificates. Note, that the CAG is not saying this is a scam and looted from the treasury, they are saying it needs proper accounting. It certainly can be improved. 4. Spend on Education and health: I think they are referring here as a percentage of total expenses, and not in terms of expenses on education and health per person. The percentage might be low, as the expenses has been a bit high on building the infra. If the expenses per individual is low, it needs to be picked up. How much low? Do we have a figure? I am sure the media will not highlight the right figures. 5. Computer Education: Really we should be even discussing this? When the basics are not being met, we are discussing about luxury here. Once the education is taken care, the computer education will take care of itself. 6. Wide Variations: This is not a good number. It certainly needs to be improved. But, planning is different from implementation. If someone runs into complications during execution, it is bound to have variations. This certainly needs to be improved. However, I would also like to compare this figure with some other states and the effectiveness of their implementation. Going by my hunch, I suspect every state in India to be lagging behind in this. 7. Non Performance of Finance and public sectors: I do not know much about it. Not much details have been given. I could not find the 8th Gap mentioned by TOI. They have listed just 7. I think TOI messed up in basic calculation. Well, I do not blame them. Or did I miss anything? If the media really wants to do some work, can I request them to prepare a report comparing the top 10 states in the right metrics and not cooked up metrics.

Modi always says that there is conspiracy to target and destroy Gujarat and thereby tries to raise the emotions of the the Gujarati people and his BJP supporters. Even hard core supporters of Modi condemn a CAG report baring the truth about the Gujarat government, saying it is a conspiracy to tarnish Modi. At the same time, the same hard core Modi supporters believe and trust the same CAG reports on the massive scandals involving lakhs of crores of losses to the Indian exchequer in many scams (2G, Commonwealth, Adarsh, Coalgate, Antrix-Devas, and recently CAMPA) and start criticizing the UPA Government. I believe in both the sets of CAG reports. Definitely Modi is a better administrator and non corrupt, but not the person eligible to lead this country. Hope this answer too will not be collapsed by Modi fans, like they have done to previous answers criticizing Modi in a democratic manner.
