Can international students, who graduate from US universities, work for organizations in the US who are government contractors?

If an international student completes his/her Masters from a US university, can he/she join an organization in the US which is primarily a government contractor ? I understand such jobs require security clearance of different levels. So, are non-US citizens eligible to work in such positions ? If yes, then upto what security clearance level can they eligible to work ? P.S.- Lets assume the person doesn't have a green card here.

Govt contractor under which Department? In 99% cases it shouldn't be a problem if you have Green Card aka Permanent Resident.
