What is the best, highest quality (don't confuse with the "most popular") freelance/remote work website today?

I am looking for the best freelance website, to both find clients for my business, and to find great people to hire. As I look around, most popular websites seem to be pretty low quality, in terms of the people and attitude of the company itself. There's always a better, less popular underdog, with less visitors but more awesome quality/community around it, and I'm looking for it. Can you give me some good advice on what's the best place to find freelance clients and freelancers?
