How do you view everyone's Facebook friends?

Is there a way to view non-friends work history through the Facebook API?

I know there are extended permissions to view your friends' work history / education. My question is: is there a way to see the work history / education of people you are not friends with? This seems to be the case on http://graph.facebook.com when navigating with the access token granted by the Facebook Developers application (by clicking a link from the main graph api doc page). For example, using that access token I can see Brett Taylor's work history / education even though we are not friends. Is there a way for my application to have this level of access and view non-friends' work history / education?
Answer:

Public information of any user can be accessed. The permissions are needed to view info who allow the info to be seen to their friends. If the user made any information visible only to herself, the info will not be accessible by anyone.
