What technique does an ISP use to assign dynamic IP address in case of a wireless USB modem with an assigned username & password?

    The ISP assigns the IP address, and this is usually done using a Radius server. In NZ some ISPs have setup their handover router to do the IP assignment instead and are not using PPP auth (eg if there is no reply then most routers just connect - a version of Dlink had an issue with this model for one ISP You have things a bit confused regarding wifi. Your DSL router gets connected using say Radius, but for the local network this indeed uses DHCP for the assignment an this is from a local and Non Routable IP range, and local only. So the router bridges between the real world IP and the internal network by using NAT (network address translation).
