Emails requesting a webmaster places a link on their site in exchange for receiving one back from the requester. So links are exchanged. This is because of such things as pagerank, google's alleged trust algorithm as well as non-seo based reasons e.g. traffic. Primarily it is to give the impression to google that a site is popular. Google generally frown upon this publicly but it shouldnt cause penalty if used properly. Link exchange emails are often badly written and impersonal spam. These go straight in the trash for most webmasters. Good, targeted and relevant link exchange emails work as well as any other webmaster outreach.
