Is it copyright infringement if an app allows users to Google for album art and download that art into the app?

Note, the photo's themselves can't be shared with others, nor can the files be transferred off of the phone (they stay within the app).

Yes, this is copyright infringement. Being able to copy the art into someone's phone is still copying.
