  Typically if the seller has a good reputation (99% positive feedback) and can show proof of shipping, in this case, including weight, then things are likely to go in their favor.  This is why it is so important in the case of eBay to only ship to PayPal verified buyers.  If you are shipping to unverified buyers you are likely to be out of luck.  eBay and PayPal will usually resolve disputes in favor of the buyer. Seller fraud typically isn't a meaningful issue given eBay's Buyer Protection Policy.   It does happen but it is typically fixed and adjusted very quickly. I can't speak to other marketplaces.  But buyer fraud does happen, and I know it's really annoying and frustrating to the seller who may be out. So again, I can't say this enough, only ship to PayPal verified buyers.
