Very much varies based on the scope of the project, how much prep work has been completed and prepared beforehand, how detail oriented your requirements are, and ultimately who you decide to hire because you can very pay one guy 4 times as much as someone else and get the same quality because iOS development is a booming field and there are plenty of guys looking to get experience, plenty of guys with no ability happy to rip you off, and plenty of people with experience who feel justified to charge way too much. I've found that people with some experience but not a lot who are willing to negotiate a reasonable rate end up producing the highest quality because they're usually doing the work as much for themselves and their portfolio as for you.

Base on the information you were given. I don't have good news for you. first, I seriously doubt you can get any funding beside from your family or friends. There is no investors will invest their money to someone who has no idea what he is doing. If you don't have at least 100k to get start it in mobile app business. wait until you do. Regardless how much time and money you initially invest in your app. You will lose all of them.

Best thing is to start sharing your idea with friends and family who you think might want to use it. Check their expression on their faces when you tell, do they like it? If so, you might even get some feedback out of it. I've been active in the app business since 2007 and my company had literally no more than 100$ to begin with. Everything was help from friends. Now my bussines is much more successful and my company has made a good profit over the years and will continue to do so. What I'm trying to say is that if your idea is so good as you believe, you want to shout it out from the rooftops! You will get people to help you with your idea if it has some value. Your chance of success is not always counted by the money you have or the funding you will get. Focus on the people - Don't be afraid to share your idea - as for the coding - I think you should start at making mockups or some sketches on how you think the app should look like, and again share those with some good friends, see what they think. If you get a good positive feedback, there are programmers who want to participate in a project, even if they dont get paid (but instead get a other deal, say a revenue share) that's how I worked in my younger years (<20) it's the age that people are very motivated so it's your best shot.
