I have a GRE score of 331 and a CGPA of 8.8/10 from a highly reputed private Indian university. I have done 3 mini projects, 1 main project and 1 research paper which didn't get published.Which top US university would be likely to accept my admission for a Masters in Mechanical Engineering?

Any top university will accept you, if you write your SOP very well and get good recommendation letters. Please don't go to any consultants and take their help. Do it on your own. It is not at all difficult. You need to select your universities and then prepare your package. The unpublished paper is equivalent to nothing at all! I'm afraid but it'll do more harm than good if you mention that the paper was rejected (I assume it was rejected by your phrase "din't get published"). Considering high GRE and GPA scores, your chances are great for Masters!
