Philadephia, PA: Why are cars parked in the middle of the street?

  • On a trip to Philadelphia, I noticed tons of cars parked in the middle of the street where there'd normally be a median (or space enter a turn lane). I can only speculate it was to alleviate parking shortages, but it boggles my mind that this is legal. Are there other cities that do this?

    I was born and raised in South Philly. My understanding of the reason behind the double lane parking in South Philly was due to parking shortages. The reason that residents in south Philly aren't ticketed is because Mayor Frank Rizzo, a former police commissioner and resident of the Italian section of south Philadelphia, told officers to leave south Philly residents with their parking preferences, alone. :)). His request is still being honored after death.

It is not legal but is not enforced most likely due to the large amount of cars per household in the South Philadelphia area. I think it's ridiculous. The PPA will ticket expired meters on the same street but cars parked in the middle of 611 (a heavily trafficked route, fyi) can park there indefinitely (unless there's a mummers or Phillies parade, of course)! Thousands of dollars in PPA revenue just sitting in the middle of 611 every day. I don't understand it.

I live in Philly and have only noticed this in South Philly, this is definitely not applicable to West or North Philly for sure at least from what I have observed in the past ten years.

I seem to recall seeing cars parked in the median along my travels as well. I think in some places, it is built in to the road design. I can't find any examples, but some boulevard-type streets, especially in small, single-street towns, have parking spaces down the middle. I think in this case, however, the road was not designed for that, and parking there is probably illegal, enforced or not.
