there are differnet apps that can read and display cbr files. if you are using an OS with an app store, try looking it up. my favorite one (installed Windows 8 onto a Surface) is "comicsjolt".

A CBR file is just a zip of images. So you can just unzip it and use any photo viewer to go through them. That being said, there are specific comic book readers on both the play store and the app store which can open CBR files. I personally like perfect viewer.
