How easy is it to get fired or laid off from a research job at NASA or NOAA?

No idea for the NOAA, but at NASA the situation was pretty stark. Civil Servants are pretty much impossible to fire or lay off. They will always be employed doing something, but it might suck. For a contractor, you might work through several different contracting firms in the same year if you're unlucky (it makes your taxes a real pain). However, when a project gets shut down, there is almost always another lab who needs good people, so if you aren't a jerk to other labs (or they are not politely firing you), you will probably be fine.
