Why does Google make it so hard for developers to get access to the Google+ Pages API?

    It looks like their team is only working with a small number of partners.  Here is a response from their internal team: "We  are currently only         granting API access to candidates that fit minimum feature  requirements and product guidelines at this time. If you are not  contacted by a Google representative, you have not met our         requirements. However, we will retain your application in the  event our guidelines change; no need to re-submit. Thank you and please  stay tuned to our http://googleplusplatform.blogspot.com/ for the latest updates." Personally I think they're finding that getting partners up to speed is quite  time-consuming, so they're focusing on partners who are working with the  top brands/companies. Whether that helps them in the long run or is a strategic mistake, remains to be seen.

As a API holder, (not pages) I can say, they want to make sure you are serious about development, have something in place (with user adoption) and that you will not abuse the guidelines. The other component to this, with the pages API, you have some serious firepower at automating posts. This is one thing G+ wants to avoid.
