What does Cosmetology- Operator Training programs (AAS) mean?

What are the most common training programs required of US businesses by government agencies? (e.g. California's required Sexual Harassment training)

• I expect to find that these programs are most frequently those legally mandated by federal and state regulatory, compliance, security, safety agencies.  I'm specifically looking for the 20% of courses that might represent the 80% of required training conducted by US businesses.  I do not want to fully document the complete list of professional, accreditation, and industry-specific training that make up the "long tail" of training experiences.
