What is the best communication response to a person posting daily on an agency's Facebook page about wanting a job?

Whether this is more experience, qualifications, activities or similar, it should provide that individual with something to focus on besides being persistent. In addition, it would be better to take the communication away from the public domain by providing an email address and asking them to make contact in that way.

Provide that person a way to directly contact someone, off of social media, to answer their questions. Make sure whoever is handling their inquiry is quick to respond and communicates clearly why they did not make it further in the interview process. If the social media posts start to increase to the point of harassment, don't be afraid to report or block that person.
