This question is unanswerable without a more complete context. Patronize a local business offering shoddy goods/services and poor customer service over what other alternatives? Over a non-local business that's just as bad? Over a local business that's better? I would hope obviously not. Over a non-local business that's superior in all respects? The problem at that point is why the local business is so bad. If one is living in a community which is so small that there is no other local alternative, one probably knows the proprietor of that bad local business, and it's time to stage an intervention

If capitalism is morally justifiable: No. As a customer you should only care about getting the best value for your money. In the long run, you're not doing anyone any favors by patronizing businesses which offer bad services or products.
