How to issue "exec_command" consecutively AND together?

Why do political parties issue manifestos? Do they really reflect what people want to politicians to achieve in the next 5 years? How are political manifestos put together? Should there be a non-profit volunteer organization to put together a "people's mandate" to which political parties can debate

• There is a school where 1) Kids can decide what they want to study ( if they ever want to study) 2) Decide on the test questions 3) Answer whatever test questions they want 4) Grade their own test sheets 5) and finally decide on promoting themselves to the next grade ( or class). Would you ever value his certificate? Would you ever hire a person who graduated from such a school? Now I feel that political manifestos are like self prepared test questions, to which our politicians grade themselves and appreciate in front of the media on their performance and ask us to vote for them during their re-elections. why not we as common folks provide test questions ( A mandate on what is required by people) to politicians and let them present us with the way they would achieve all the goals. Based on the how much of the mandate they achieved, we can "grade" them and decide whether to elect or not to elect them next time. About how to prepare the mandate, we can decide on the "crowd-sourcing strategy" or any other viable solutions.

  Manifestos are declarations by the political parties about what they are going to do in the next five years.     But in India people simple forget about what they say because none of the parties in the past 65 years honoured what they said in a manifesto.  But everyone remember what was offered by Arvind Kejriwal and AAP in Delhi.   At least AAP could make people to look back at what political parties promised at the time of election.  There is no meaning in preparing manifestos by 3rd parties.
