How do I get a banner space on my YouTube Channel?

I'm setting up a YouTube Channel for a friend and he is interested in adding a banner space to the top to add a large image. I've seen this on many channels, but not sure how to add it. I've seen it referred to a Partner Channel and an Enhanced Brand Channel. My friend is not looking to make money from banner space, nor does he want to have paid ads shown before his content. Any ideas on where I should start?

You need to be a YouTube partner or pay for a branded channel to be able to modify that spot, or to remove pre-roll ads.
