Do outright lies count?  Many cultures have believed that they could have more power over another culture by demonizing them.  For example, the stereotype that Jewish members of the comunity steal Christian babies and eat them.  Of course this is completely untrue

The national stereotype of the Spanish took an about-turn sometime. A couple hundred years ago, the 'typical spanish' was not passionate and easily agitated, but a dour, sullen, perhaps introverted peasant.   Further back in the latin countries, Roman theatre plays depicted The Carthagians as cunning and deceitful, especially in plays during the second punic war. but Homer portrayed their Phoenician forefathers the same way some seven hundred years earlier [1].   The greek in turn, seems to have portrayed all non-Greek as morally corrupt, savage barbarians which were slaves by nature [2]. Their opinions on the crude and ferocius Thracians and Schytians or the cowardly and servile Lydians has not stood the test of time. Would any of us today belittle a Lydian co-worker or scorn goods that are 'made in Thracia'? But special care it seems, was taken to ridicule the Persians. They were soft, pampered, feminine cowards with fancy food. Much like the French as viewed by the British a millennia or three later. What's amazing is that the Persian stereotype was so persistent that stand-up comedian Maz Jobrani could use it to great effect when satirizing his own Persian background.
