Is Uber shutting shop in India?

Apparently Uber has violated foreign exchange and payment laws in India. Are they shutting shop or is there still hope ? IMO they wouldn't. The govt is mandating CNP authentication as a safety measure. This will add an additional step in payment completion , but people still don't mind because uber is still uber-good!
