What languages are used to create an order-based website?

• I need to create a order based website with the users of the order 1000's as of now ,but user base will grow to hundred thousand users in the near future, i do not need to add payment gateway ,as we are based on the cash on delivery ,when ever a user takes an order ,it should be displayed to the admin ,differentiating newer order from  older order ,what are all the programming languages ,do i need to learn ? i have a background on Android development ,please clarify over using python over php over scala ,if i use scala ,will it be useful for me ,because i already know java ? .Kindly talk about front end languages too ..
