    H4 is the one of the easiest US visas to get, I'd say, mostly because it is not a very 'desirable' visa - you can't work till your H1B spouse's green card application reaches a certain stage, you're not eligible for a social security number, which means you cannot open a bank account in your name, for starters. Your educational qualifications or professional background have no influence on your H4 visa application. You'll easily get one. And I don't think you have to be in the US to apply for one either. You have to apply and get an H4 visa stamped on your passport before you get on that flight. Employers here don't really care for H4 visa holders unless they have a US degree. They're not really interested in your years of experience in IT in India either (it could be different for other fields), which is probably why the DHS is not worried about H4s stealing American jobs. H4 EAD (employment authorization) holders have a much better chance of finding employment. If I remember right, it takes just a couple of weeks to get an H4 visa.

As of May 26, 2015, the Department of Homeland Security has made the process simple and SOMEWHAT easy to obtain an H-4 Dependent work visa.  To start the process, Step 1:The Spouse must have a valid HB-1 visa and is in good standing at his/her current job.Step 2:  You must be in the United States to apply!  Step 3:Under the new rule, eligible H-4 dependent spouse must file Form I-765, Application for Employment Authorization.Step 4:  You have to pay the application fee: $380Step 5:You wait!  But not too long; the process has been streamlined an on average it takes approximately 90 to 120 days to get approval but it could take a little longer if they require additional information or they are flooded with applications.Step 6:Totally optional!  You can seek assistance from an accredited agency that specializes in visas.  If you decide to seek professional help, please do your due diligence and research the agency thoroughly because there are many scam agencies preying on the innocent.
