How do start-up hire resource?

We are a young digital marketing and advertising start-up (http://www.72interactive.in/) based out of Noida, Delhi NCR in business since last 3yrs. In start-up like our's human capital plays a critical role and it is really a painful job to hire people, because like many other start-ups, I am myself handling HR, Sales & Production. Hence would like to know if fellow members too face similar issues and how do you handle the situation. Two most important concerns as start-ups: Hiring Right Talent Retaining Talent Following are the problem we usually face, let us know the possible solution for these issues. Working with Consultants: We cannot pay high commission upto 1 Month salary : Most of the consultant seeks at least 1 month salary, being a start-up where iteration are high and funds are an issue, we cannot afford to pay approx 8.33% commission. Consultant who agree to work with 10 or 15 days salary don't delivery and will stop responding after arranging 7 to 10 candidates. Most of the Consultant that I have come across don't know about the industry and job requirement. Which mean they cannot shortlist candidate and share a final list, hence the quality of candidate lined up by them are very poor. Direct Hiring: Interview Schedule : Takes up lots of time, since you manage multiple task, hence makes it difficult to manage. Candidate don't turn up for Interview : Candidate with apply & confirm interview, but will not turn up, I have noticed that if I schedule 10 candidate only 3 to 5 will turn up for interview. Candidate Most candidate in exp range 1 to 2yrs that we usually hire have fake experience and in some case if they are genuine you cannot validate them. Candidates don't have skill and have poor job knowledge, the education level is very poor and basic skill sets are missing. Candidates are not focus and committed. Candidates leaves the job without serving notice, even through you have a contract with them. So how do you handle this situation. So, as start-ups do you face similar issue, if yes how do you handle them. Please answer some of my questions below: How do you hire? What channels/job portal do you use to hire? What is the quality of resume you get from these channel/job portal. Do you think there should be a new channels, which is more employer centric and provide better platform to start-up like us. What are the features you would like in this channel. How do you think this would help resolve your issues?
