I want to be strong in Oracle SQL & PL\SQL and also improve my problem solving skills for more efficient coding. Assuming that I'm an amateur, are there any good online resources where I can solve problems and implement algorithms using Oracle?

You mention Oracle, so are you aware of the fact that you can download a free version of of Oracle database software. I think that the current available download is Oracle Expess 12c. Oracle also has a learning library with demos, tutorials and problems along with step by step solutions.
