Themeforest is great but only for Wordpress templates. It depends on the type of your site and CMS that you are using. For each cms i can advice you different websites. Standard HTML templates that you could use on every site are not very good, but sometimes decent. You could choose something here http://www.poweredtemplate.com/website-templates/index.html. Sometimes you need to edit it, so knowledge of html and css will be a big plus for you. If you are just thinking about website you should choose WordPress as cms for blog/portal or something that not include eCommerce and choose good template for this on themeforest. Html templates good, because you can use it for any website, but only for static, because when you will change your content - you should change your html code and it's a problem if you don't know this web language.

There are a ton of providers out there.. what kind of platform are you using? I personally have used http://www.themeforest.com and http://www.templatemonster.com. Last tested the wordpress framework http://www.pagelines.com and was blown away.
