Powerful people who steal/loot common man's money or do huge scams often look shameless to the common man. When these powerful people know that they are looting the commoners and they also know that everyone knows about it but cannot do anything about it (because he/she has power) how does he/she feel? What is going on in his/her head?

Ah, this ability is called "suspension of conscience", and it is what a lot of criminals are able to successfully draw upon, time and time again. A sense of entitlement helps them convince themselves that they are smart (instead of cunning) and that the rules of the world are just impediments to test their resolve. I know some that believed that once they get rich, they can think about all the good things like honesty, helping others etc. Once they got rich, they did some good, but all token stuff. In general, this lot smirks at being "common" or "ordinary" and tends to measure self worth by how much money they have. They are smug and don't give a rat's bottom about how other people's ethical or moral standards might be applied to judge them. No wonder many of these are leaders in politics.
