Can I implement a Service into an app?

Does Apple provide boilerplate terms of service agreements for iOS developers with apps that implement in-app purchases?

    No, it does not. That is the responsibility of the app developer. A Privacy Policy is of a higher requirement than a Terms of Service agreement. This applies to mobile apps too. You should draft the agreement based on the app you developed (what it does, what you need from this kind of agreement, etc). e.g. if it were to be a Privacy Policy, you would start with what kind of personal data you collect, how it's collected, and how you use it.
