What are the best EDA (electronic design automation) tools for digital front-end design?

  Looks like you are new to EDA or ASIC :) . They are not that many solutions to choose from. There are really only 2 players in the mkt. Synopsys or Cadence. You can either go with Synopsys DC or Cadence RTL Compiler for synthesis, same with Verification. There is one more small startup "oasys design automation" who are in synthesis space. All are good tools and typically they leap frog each other by couple of months.I used both and personally I like RTL compiler. For verif I used VCS in past . Now not sure if you will include DFT in the picture. If yes, then you 2 major players Mentor and Synopsys. You have to be specific what you need in DFT to give you suggestions. CDNS is also trying hard to get into that space. Most of the time, if you run 20 blocks with each tool, you will realize the results are more or less same. So the decision to go with either one really depends on the sales and support. You qn is very open and too broad.
