Also check out http://Local.com, which actually tailors their business to geographically-oriented vendors and consumers. I have worked with their model on both sides - advertising & publishing - and have seen both relevant results and minimal spam/misleading ads. VERY good product.

Facebook. You get great click-through rates when you make clear that you're advertising something in the users' back yard. On top of that, your restaurant probably already has a default "place" page you can claim and customize. Google Ads also offers ad extensions with address and phone number, if you fill out and claim the place page on their directory. Fill out the profile completely, and target ads geographically.

CityGrid & Google AdSense are probably the best local ad networks for restaurant ads.  http://Local.com has good distribution as well, but I am guessing that these two make up the bulk of A&E traffic for local ad nets.
