Why does HBO not offer GO as an unbundled service?

HBO sells programming through traditional cable TV channels. However, this requires cable TV subscriptions, which are generally overpriced and under-valued. Modern providers like Netflix, Hulu, and CrunchyRoll sell audience-specific streaming content direct to consumer, without the gatekeeper middleman. It would stand to reason that HBO would want to do the same. Why, then, does HBO not actually offer their content in an unbundled fashion straight to consumers? Are they contractually prohibited by the middlemen?
