Does Facebook's Graph API support the ability to create Groups?

I've looked through their documentation (http://developers.facebook.com/docs/reference/api/group/) but it only explains how to query/read information from Groups. They support the ability to create Events through the API, which is somewhat related.

Not anymore. Previously, you had the ability to create groups once you had an app or game that uses the Facebook API. They have since removed that ability though and have further restricted what you can do programmatically with Facebook Groups.
