Why do scrolling on pages with horizontal lines make my screen flash or flicker?

It's hard to describe it but when there are many horizontal lines and I scroll up or down, those parts of the screen flicker a bit. I am guessing it has to do with how LCD screens work but am interested in a detailed answer.

They're referring to this. Go to a page like: http://en.wikipedia.org/wiki/File:One_million.png and make sure to enlarge it to it's full size. Then try scrolling. The monitor will flicker. The same effect is often seen in web pages that have horizontal lines.

Maybe your refresh rate is on the fritz? If so, then scrolling at a certain speed could produce resonance effects.
