Why can't the immigration department create more jobs to process green card applications?

    Technically, it can.  However, the Department of Homeland Security is only provided around $48 billion for its entire budget.  That's $48 billion for over 250,000 employees across 22 distinct components.  In addition, Congress seems unlikely to support giving DHS additional funds and the department is bracing for substantial cuts and reallocations.

The problem isn't how many workers are dealing with Green Cards, it's the Visa Cap. Currently, no more than 140K Green Cards can be given out in any one year. That number is subject to adjustment. A bill before Congress would allow residency permits not used in a given year to be rolled over to the next. One additional problem is that preference is given to family members of US citizens. They take up most of the numbers.
