Why doesn't Google have an affiliate program for the Android market?

Apple's iTunes affiliate program provides an incentive for bloggers, media outlets, other website owners and individuals to push traffic to iTunes and increase app/song purchases. It seems as though an affiliate program for Android would serve Google in a number of ways including 1) more app purchases where Google keeps a revenue split 2) increased traffic to Google Checkout 3) solidify Google's Android market as the central place for apps vs. other upstart 3rd party markets 4) generate AdWords spend and 5) increased traffic to the Android market that could lead to better apps and a better overall Android experience relative to the iPhone. Is Google's lack of an affiliate program a question of priorities (there are many complaints about the Android market http://bit.ly/9sA1im), or is there a philosophical/strategic reason? Are they specifically avoiding an affiliate program out of a fear of arbitrage or degrading the user experience somehow?

I would think that it's because Google's big and popular enough that it doesn't need 'unnatural' motivations to spur sales of their apps. As a result, they can afford to do this to increase their margins and keep their prices low.

Majority of apps are already free and majority of users too are free apps users on android. Downloads of paid apps would be less than 5% as per my estimate. May be Google doesn't want to share already meagre revenue. Or may be Google don't want to promote paid apps at all.
