Yes, it is wrong .... Unless you are close enough to share dirty jokes and take cracks about each others partners. ( Pls note, that the second one is an indicator of being way way close to one another). This is generally an indicator of wanting to bed the other person, and in case this is done on a daily / regular basis, might lead to other situations of probably wanting to end up spooning or making out or having sex.   This is a weird zone and I would not advise anyone to venture into it, without taking care of the possible consequences.

I would not say it is wrong but I would definately say that it is dangerous. Men don't know what is going on through their mind. Depends on the circumstances. If he's a husband or boyfriend and she's all dressed up and they're ready to go out, no. If he's a construction worker making catcalls as she's walking by the job site, yes.
