Is it common for a PTO policy to accrue PTO for an hour of PTO used?

Ex: If someone works 32 hours and uses 8 hours of PTO, do they accrue PTO for 40 hours worked or 32?

In most places I've worked, and confirmed by people who were paid hourly, PTO is treated just like time worked. You keep getting paid, benefits (health insurance, stock vesting, 401k matching etc) don't stop, PTO accrual doesn't stop either.
