How can I get started developing Facebook applications?

Can you please give some links that will help a guy who has zero experience in app development but has basic programming experience which explains the process of development from ground-up. Also how can we decide what platform to use for a particular app?

Facebook wiki provides a great deal of info about its APIs, etc. Hate to just link something but I would start with this one: http://developers.facebook.com/get_started.php. It pretty much sums up everything you need to know to get you going. There are a lot of rules you have to be aware of. If you don't want to read all of them, I would suggest reading Facebook blogs like http://www.allfacebook.com/ and http://www.insidefacebook.com/, which do a nice job of covering them and also review a bunch of trending applications.
