Is there a difference between Columbia college and Columbia university?

How easy is for the post graduates from IISc Bangalore & IITs to get admission into PhD programs in Ivy League i.e  Brown University, Columbia University, Cornell University, Dartmouth College, Harvard University, Princeton University, the University of Pennsylvania, and Yale University.

  Being from IITs or IISc can give you an advantage of access to faculty that are likely to be known in the scientific community. Letters from known faculty can increase weight of your application. However the benefit only comes when you yourself have done the hard work to publish in well known conferences/journals, as your research background, work and contributions plus statement of purpose forms the significant deciding factor. You would anyways need these for a strong recommendation letter from faculty at your institute. Your profile matters much more than institute's profile.
