Is the U.S. becoming less effective at responding to disasters?

The strength and timeliness of the response to the Katrina and BP oil disasters has been widely documented and criticized in the media. Is our government becoming more and more ineffective at responding to large disasters, or are our expectations for response too high and its always been this way with the only change being the media making us more aware?

I think this is due to recent disasters being much more powerful. The oil spill is a difficult problem with no known solution, and we'd be hard pressed to find any good answer whether the spill happened in 2010 or anytime in the past. Similarly with Katrina: the hurricane was the most powerful in US history. It swept across several states and flooded an entire major city, which is unprecedented. Yes, there were major problems with the Katrina response, but overall, I think the most recent disasters have been more extreme, rather than responses being less effective.

Effective responding is one issue, but the real underlying problem is the infrastructure, that simply is not up-to-date (or the regulation in building the infrastructure, when done by companies themselves). E.g. the week leveels in Katrina and bad cementing done by Halliburton in BP oil spill.
