How can I find a way to measure demand for a product or service based on geography?

After I figure that information out, I'll use it to decide on my advertising strategy for each breed, because I know some breeds are more common in particular areas based on a variety of factors. One way that I've attempted to do this was measure search volume, because that's usually a good indication of demand. Queries like "pug puppies for sale <state>". I've been trying to use the Google Keyword Planner in Adwords, but it has changed dramatically รข€” it's not like the Keyword Tool anymore, and the results appear to be unreliable. For example, I've noticed that the order of your search terms in the keyword multiplier tool (in this case, states) impact the overall results for search volume, which makes no sense. Is there a better way to do this, and where? Preferably online.

    Most accurate way for your scenario is to just run some ads on Google. Combine that with Google Trends data on the keywords you should be able to get a good idea.
