Is it legal to embed a YouTube video into a web page?

In this URL http://www.vemale.com/inspiring/lentera/51230-video-menyentuh-hati-tentang-bagaimana-perang-mengubah-kehidupan-seorang-anak.html, you can see that youtube was embedded inside another library where the pre-video ads was blackened. You can see the sound, but not the video.

It is legal, but be careful about implementing videos with copyrighted material. Music rights organizations are trying to pull video embedding into the copyright violation area, so that people have to pay in order to embed copyrighted videos. This hasn't resulted in fines or anything yet, but it's a worrying development.
