Did Jiang Zemin really cause mass corruption in China and ceded lands to Russia for political power and covered this up?

In addition, the article also blamed Jiang for the mass corruption in China and his secret persecution of Falun Gong. It's also said that Jiang seized controls of the military to avoid punishment. If that's really the case, then why is China more assertive towards Asian countries like Japan than Russia? Why didn't the communist party expel Jiang Zemin earlier and why is he still not in jail now that Xi has overtaken his power?

    The article cited in the question is written by a complete fool.   Corruption set in under Deng.  It was how he got enough of the top leaders to agree to the opening up he wanted.  It would have been totally impossibly without this.   Jiang became the heir because in 1989 he peacefully defused student protests in Shanghai, at the same time as things ran out of control in Beijing and needed repression by the army.   There was also a wide expectation after Deng died that Jiang would not be able to consolidate power and there would be new disorders.  Jiang kept China stable, and also confirmed the system of regular hand-overs of power.   The article also talks crap about the https://en.wikipedia.org/wiki/1991_Sino-Soviet_Border_Agreement.  China very sensibly accepted that the various Unequal Treaties had to be respected.  The territories still disputed were quite small.  And securing a good relationship with Russia was vastly more valuable.

It's erroneous to say that corruption set in under Deng. Corruption among government officials has been a chronic problem in the centralized Chinese governance structure for a long time, certainly over the last 2 centuries. The Qing dynasty, especially the late Qing, was hugely corrupt, with vast wealth disparities, a feature of many but not all Chinese dynasties, especially in the declining later stages. A trip to the Summer Palace underlines this point. The warlords of the 20's like Yuan Shikai, aka "President for Life" were both hugely corrupt and violent. The Nationalists were also very corrupt and plundered rural and urban areas alike, often in direct collaboration with organized crime. Apart from the first few years of Communist rule, there was substantial corruption in the 1950's through the late 1970's by party members as well, both moral (Mao's many mistresses and young girls) and financial. It is true that corruption expanded under Deng and has gotten progressively worse over time (perhaps land seizures and crooked real estate deals being the most lucrative), but that is largely because China has become far wealthier--it was extremely poor from the 1950's to 1980's. More money, more opportunities for gross corruption. I think it would be very unfair to say that Jiang Zemin was responsible for corruption--the corrupt people were responsible for their own actions. In fact Jiang presided over the "Roaring 90's" in China, with double-digit economic growth over most of the decade under Zhu Rongji as finance minister, with eventual accession into the WTO and most-favored nation trading status with the US, more rocket fuel for the fire of the Chinese economy in the 2000's. This is also the period when large amounts of foreign direct investment came into China from overseas and many joint ventures began--a very critical period for China with pretty steady leadership. Also, China just settled some minor border disputes with Russia, I don't this qualifies as a giveaway, more like common sense. Falun Gong was not secretly persecuted, it was openly so even in the 1990's.
