What is the site www.beemp3.com? Is it legal?

What legal issues are involved in working with the site Regulations.gov?

• Here is the Situation:- I am a web application developer in India. I am in a conversation with a startup in USA who deals in politics. Following is the things the company want me to implement Please see http://www.regulations.gov/#!documentDetail;D=EERE-2014-BT-STD-0025-0006 . This is the page where US Government asks for comments from the people in the country on their laws. One such commenting section is http://www.regulations.gov/#!submitComment;D=EERE-2014-BT-STD-0025-0006 .  Hope up-till here things are clean if not please ask, I am trying my best to explain the situation. The user of the site will see the regulations on that site and will comment on that site and which will also be update on the http://regulations.gov and  The company already has data of users which will be filled in the above form for their name, So the user will just write the comment and it will be updated on the http://regulations.gov site and the companies site. http://regulations.gov have not given any API or web service to update and write comment on their site. So I am just curious will there be any issue if I do this. Please tell if anything is not clear. Also what topics I should add to this question and to whom this questions is to be asked. Please give some Idea. Thanks in anticipation. Your comments and suggestions and answer are welcomed.

  Well for one thing you will not get into legal trouble by working as a contractor for the company that is tasked with improving the site, unless of course you intentionally do something harmful. US Government agencies always contract companies that contract other people/companies to maintain their websites; a lot of these people/companies contracted happen to be in India.
